The global financial crisis occurred in the middle of the 11th five-year plan of economic and social development of China (2006-2010). Following the principle of "using the crisis as a chance for development", simultaneously with the anti-crisis program (2009-2010), work was underway to implement the tasks of the five-year plan. Judging by the results in the agricultural sector, it was possible to do both.
The global crisis has caught China in the process of implementing the program of the 11th five-year plan (2006-2010). This five-year plan was considered by the country's leadership as a "decisive stage" on the way to realizing the long-term strategic goals of the state: to transform China into one of the world's leading economic powers and a country of social harmony, with a relatively high standard of living and quality of life for the majority of its almost one and a half billion people.
It means that by 2020, the country will have built a society of "average prosperity", and by the middle of the XXI century. - a general modernization of the country has been carried out.
A special feature of China's 11th five-year plan was its largely innovative nature. For the first time, its program included ideas and tasks for the transition to an innovative development model, turning domestic demand into the most important driving force for economic growth, "paying back debts to the countryside", "integrating the economic and social development of cities and villages", and strengthening the social component in the development strategy.
