Where does military service begin? Of course, at the military commissariat. This is where conscripts, future students of Suvorov military schools, and cadets of military universities come. From here, a person is sent to their first military unit, and mobilization resources are monitored. Here, reserve military personnel are registered. Here, they are helped to exercise their rights. Today, military commissariats provide assistance in ensuring social guarantees for former military personnel, including those involved in the counter-terrorism operation in the Chechen Republic.

During the active phase of the operation in the North Caucasus, the military commissariats of the city of Moscow, in cooperation with the local administration, carried out extensive work to collect and send humanitarian aid to the military group. In November 1999, 12 tons of humanitarian cargo were sent, followed by 11 tons in December and 11.5 tons in February 2000. This included food, warm clothing, toiletries, stationery, radios, stoves, and medical supplies.

Any armed conflict is, first and foremost, a tragedy for the people whose representatives are involved. For the families of the deceased soldiers, this tragedy is a source of emotional distress due to the loss of a loved one, and, no matter how harsh it may seem, it also brings about economic hardships resulting from the loss of a breadwinner. The conflict is a source of pain for the wounded, suffering for the injured, and physical and psychological trauma for everyone involved. These issues require immediate attention and resolution. Once again, the burden of addressing these challenges falls on the shoulders of military recruitment offices.

Since the outbreak of hostilities in the North Caucasus, the Moscow Military Commissariat has been paying special attention to providing social guarantees to the families of deceased military personnel and supporting the wounded who are being treated in Moscow hospitals.

Thus, the military enlistment offices performed their mournful function without any interruptions: they provided for the reception and delivery of the bodies of the deceased, the organization of funerals, and the installation of monuments and fences on the graves. The military commissars of the administrative districts and regions personally attended all the funerals.

In accordance with the Federal Law "On the Status of Military Personnel" and Order No. 55 of the Minister of Defense of the Russian Federation dated February 2, 1999, one-time benefits are provided to the families of deceased military personnel. To ensure these benefits, military commissariats sent requests to the military units where the deceased soldiers and officers served, and received the relevant documents. These issues were resolved at the city military commissariat with minimal delays.

Of course, the death of a person is a great loss that cannot be compensated by any means. However, insurance is the least the government can do to help the families of the deceased. The military commissariats, by maintaining constant contact with the families affected by the tragedy, are not only facilitating the timely receipt of these mournful funds, but also addressing a wide range of social issues. For example, the Department of Municipal Housing and Housing Policy of the Moscow Government received lists of the families of deceased military personnel to assess their living conditions and make decisions regarding their priority improvement. Positive decisions have been made. In addition, military enlistment office employees actively cooperate with various employment centers to help disabled veterans of the armed conflict in the North Caucasus find employment.

It should be noted that the 574th Military Hospital is assigned to the Moscow City Military Commissariat by the decision of the District Commander. Officers from the city's military commissariats, along with representatives from the local administration, veterans' organizations, and public associations, regularly visit and continue to visit the wounded. These visits are accompanied by performances by creative groups, the presentation of valuable gifts, and the distribution of humanitarian aid. Additionally, the hospital has received over 1.5 tons of medical supplies, bandages, medical devices, and instruments.

The military enlistment offices pay special attention to establishing a system of psychological rehabilitation for military personnel. Unfortunately, there is no psychological service in the city's military enlistment office, only a psychological selection service. Therefore, the military enlistment office works closely with the Moscow government and organizations of internationalist soldiers who served in Afghanistan, who have sufficient experience in this area and well-equipped facilities for rehabilitation activities.

Looking at the work of the Moscow City Military Commissariat with military personnel who have returned from the armed conflict zone in Chechnya, one begins to believe that the feat of Russian soldiers in this war will not be forgotten. And I would like to hope that the actions carried out by military recruitment offices throughout our country will help those who fought for their homeland to feel its maternal care.
